cheating: cultural observation

one of my asian students just posted this to an intense flamewar
happening on our local e-list, regarding the plagiarism "discussion" ...
fascinating.

In ancent Chinese examination given by the government. They wanted the
students answered the question not with their own words and thoughts. But
instead, students must answer the question by quoting ancient scripture "word
by word." Would you call them "cheating" because they were copying other
people's work word by word?

I still don't think [he] cheated his quiz. What he did was unconventional
and I believed only time can put judgment on his action.
